Never mind. It*s "Operation Big Beat" by From Bubblegum to Sky on the album "Nothing Sadder Than Lonely Queen".

This is the ad with the boy in the pool and on the track field "there" at the olympics. Fittingly, the name of the ad is "Be There." The music starts with chords on a piano and builds with a guitar entering and then a blast of a horn section. This is probably a regional USA ad in SBC service areas, I saw it in Wisconsin.
