I think this spot funny still, and somewhat different than the Saturn spot. Same kind of premise (car less people on streets) but in this ads case, only this crazy mum is doing it.
The spots are only similar on the basis of "cars less people" but the funny haha moments are different. Geico follows up withs general witty ending (gotta love the bumper sticker and fog horn), while the Saturn is that weird, yet enjoyable moment of realization that the ad is all about feeling special about a car even if it is mass produced. Tingly without inner warmth reserved for old christmas commercials (such as the kid who comes home early christmas morning and brings folgers). So I would say that these could be "kissing cousins" but not twin spots at all.
PS. I'm from Arkansas, and no, I've never kissed a cousin or knew of someone who did.
