It's actually a billboard for a trailer factory, named Alaska, which is local in the region.

“They were posted yesterday. It occurred to our brilliant director. The main idea is patriotism and import substitution because our trailers are made from 100% domestic spare parts,” a plant representative told RIA Novosti.
