The best thing about saving ads in Adland is that they're usually little regional cultural treasures. I may not get it, but at the time in the UK, people did. :) I love that snapshot of comedy history.

It was created for the spot, but I don't know by whom. The line "All I want is a room somewhere" at the start of the song is from My Fair Lady, where she sings:

… All I want is a room somewhere
Far away from the cold night air
With one enormous chair
Oh, wouldn't it be loverly?

Here, instead, they sing:

"… All I want is a room somewhere
A business trip beyond compare
Hampton keeps me on my game
Folks who care and know my name..."

How fun! I love it when actors and people involved in old ads find them again here. A kid actor to boot, that has to be fun to see now that you're adult.
